War pensions are deducted when a war pensioner becomes unemployed from their benefits.

 Many war pensioners find it a waste of time when they become unemployed as their war pension becomes 'means tested' and lose out on benefit. This causes a lot of war pensioners stop re-applying for a war pension because "It is not worth the hassle and we are getting no benefit from the stress of medicals and then having wait to see if we have gotten the war pension".
 

Housing benefit is also a big problem, some councils do not means test a war pension while others do.
